Established in June 2008, the National Centre of Excellence in Mental Health (NCEMH) reports to the Direction de la santé mentale of the Ministère de la Santé et des Services sociaux (MSSS).
Two areas are targeted to support the implementation of best practices in the mental health system:
- Support social integration measures: Assertive Community Treatment (ACT) and Intensive Case Management (ICM)
- Support best practices in the primary mental health care system
Our mandate
Our mandate is to assist in the development of best practices in the mental health system by:
- Encouraging and supporting the implementation of clinical quality practices for targeted clients based on the scientific literature (Evidence-based practices).
- Supporting the development and quality improvement of Assertive Community Treatment (ACT) programs and Intensive Case Management (ICM) programs designated specifically for adults with severe mental disorders.
- Supporting the development of a full range of services and treatment in the primary mental health care system, and this in conjunction with the Mental Health Action Plan 2015-2020.
Services provided
The services offered by the NCEMH are intended for managers, caregivers and stakeholders in the public and community network who are implementing Assertive Community Treatment programs (ACT) , Intensive Case Management (ICM) programs and primary mental health care programs. The center offers:
- Awareness-raising, information and training
- Counseling and coaching
Three guiding principles influence the counselors in their interventions:
- Recovery oriented practice;
- The quality and continuity of care of the services;
- Partnership and collaboration with the community resources

The NCEMH (CNESM) receives its funding from the Agences de la Santé et des Services sociaux (ASSS) (now Centres intégrés de santé et de services sociaux - CISSS) and the Ministère de la Santé et des Services sociaux (MSSS).
The center also relies on the contribution of academic establishments such as the Douglas Mental Health University Institute, the Montreal Mental Health University Institute, the Québec Mental Health University Institute and the Centre hospitalier universitaire de Sherbrooke to support its operations activities.
It also relies on regional Mental Health respondents in the Agences de la Santé et des Services sociaux (ASSS) (now Centres intégrés de santé et de services sociaux - CISSS) and regional pivots in ACT-ICM-primary mental health care systems (where available).
