The Beneficiaries' Committee is an effective advocate for patients' rights. It informs beneficiaries of their rights and responsibilities,  fosters the improvement of their quality of the living conditions and assesses the level of satisfaction of the users about the services they receive from the hospital.

The Local Commissioner is appointed by the Board of Directors of the Douglas Mental Health Institute as the Local Complaints and Service Quality Commissioner.
